(a) It shall be unlawful for any person to cling to, or hang onto, any moving vehicle.
(b) It shall be unlawful for any person riding upon any bicycle, motorcycle, coaster, sled, rollerskates or any toy vehicle to
attach such bicycle, motorcycle, coaster, sled, rollerskates or toy vehicle, or himself, to any moving vehicle upon any roadway.
