§ 14-9. Protection of pedestrians on sidewalk by persons constructing buildings

Any owner or contractor who shall build or cause to be built any building abutting on a public sidewalk or public right-of-way shall upon completion of the first story cause a roofed passageway to be built over the sidewalk or sidewalk area for the protection of pedestrians.
