§ 17-66. Responsibility of tenant for obstructions

It shall be unlawful for any occupant or tenant of any house or premises in the town to obstruct or permit to be obstructed
any sewer, sink or closet, or other connection of such sewer, located in or upon the premises occupied by such tenant or occupant
and whenever any such tenant or occupant of such house or premises in the town shall vacate such premises or house and such
sewer or sewer connection shall thereafter, and before any other occupant has moved into such building or premises, be found
obstructed, it shall be prima facie evidence that the same was obstructed or permitted to be obstructed by such former tenant
or occupant, unless such former tenant or occupant shall have notified the owner, or the rental agent of the owner, of such
building at the time he vacates the same.
