§ 17-29. By whom curb cocks to be opened or closed

Except for the purpose of testing their work, in the case of plumbers, or by the plumbing inspector to the discharge of any of his duties, curb cocks shall under no circumstances be opened or closed by any person not an authorized employee of the department of water and sewerage. When new water service pipes are put into any premises, the curb cocks shall be left closed, and will thereafter be opened by the department only upon request of the owner, which request must be in writing if the department so requires. The holder of a permit to use water for building purposes or other such work, or his agents, shall not open or close or otherwise interfere with the same.
